Brief Biographies of Key Personnel

Dr. Carl D. Bowling, Manager, Area Specialists Contact, holds both a B.S. degree and an M.S. degree in Electrical Engineering, and a Ph.D. in Engineering from the University of Arkansas, Fayetteville.  Dr. Bowling has over fifteen years experience in electrical and computer-related engineering activities and has worked as a Senior Electrical Systems Engineer in digital signal processing and the simulation of hardware systems.  He has been a professor in the Computer Systems Engineering department at the University of Arkansas and has taught courses in computer programming, operating systems, database management, software engineering, computer graphics, digital signal processing, and image processing.

Widely recognized for his technical expertise and his talent in transferring technical knowledge to others, Dr. Bowling has received numerous research and teaching awards, including the Texas Instruments Outstanding Teaching award and the Halliburton Outstanding Teaching Award.

Dr. Bowling has worked extensively with both established and start-up companies in technology-based fields.  Through his experiences as a technical consultant, Dr. Bowling has developed a deep appreciation for and an understanding of the complexities involved in high-technology start-up ventures.  Email: cbowling@beta-rubicon.com

Victoria R. Coppett Sowder, Administrative Manager,  joined Beta-Rubicon as Adnistrative Manager in October 2000.  She came to Beta-Rubicon after a 25-year career with the University of Arkansas' College of Engineering, where she had most recently been the Operations Manager for the GENESIS Technology Incubator (for start-up technology-oriented companies), serving as the liaison between the GENESIS director and GENESIS' tenant companies.  Prior to her GENESIS appointment, she was Management Project Analyst at the  U of A's Chemical Hazards Research Center, where she was the contact point between the Center and research sponsors and assisted in design and execution of various lab capabilities and with lab experiments.  She had previously been in administration at the U of A's Industrial Engineering Department and Chemical Engineering Department. 

Ms. Sowder received her B.A. in English from the University of Arkansas and is a member of Phi Beta Kappa, Phi Kappa Phi, the Golden Key National Honor Society, the Fayetteville Lions Club (past board member), and the Fayetteville Chamber of Commerce where she is a member of the Economic Development Committee.  Ms. Sowder is also a graduate of the Fayetteville Chamber of Commerce's Leadership Fayetteville  Class XII (1998-1999).   Email: vsowder@beta-rubicon.com

Dr. R. R. (Ron) Goforth, President & CEO, is a serial entrepreneur and the founder of Beta-Rubicon.  He is also the CEO and co-founder of EquityNet®, LLC, a company that provides on-line quantitative business analysis for both entrepreneurs and investors.  He was a co-founder of the Virtual Incubation Company, LLC and is on the Board of that Company.

Dr. Goforth holds both a B.S. degree in Chemistry and an M.S. degree in Inorganic Chemistry from the University of Arkansas, Fayetteville, as well as a Ph.D. in Analytical Chemistry from the University of Alberta in Edmonton, Canada. Dr. Goforth has been active in management consulting to private sector organizations, governmental agencies and academic institutions for over twenty years. He has served on the advisory boards of numerous technology-based start-up companies.

Dr. Goforth has provided technology assessments, R & D management services, project planning, and oversight services for these organizations: PetroCanada, Ltd.; Arkansas Science and Technology Authority; Motorola, Inc.; Cities Service; Energy Techniques, Inc.; the United States Food and Drug Administration; the University of Arkansas; the Institute of Industrial Engineering, Suranaree University of Technology (Thailand); Tec, Ltd. (Vancouver, Canada); the United States Information Agency; and the United Nations Environmental Program (Paris).

In addition to his management consulting experience, Dr. Goforth has been a tenured professor of Computer Systems Engineering, as well as adjunct Professor of Electrical Engineering at the University of Arkansas, Fayetteville. He was the founding director of the Center for Artificial Intelligence and Expert Systems and of the Advanced Manufacturing Technology Laboratory at the University of Arkansas.

Dr. Goforth served for 10 years as the Director of Research and Environmental Affairs for Syncrude Canada, Ltd. (widely recognized as the largest materials handling and synthetic crude oil production facility in the Western hemisphere). He was a Senior Research Fellow at the U.S. Navy NHRC in San Diego, California, a Fulbright Fellow at the University of the South Pacific (Fiji), and has held a royal appointment as Professor of Computer Systems Engineering at the Institute of Industrial Technology, Suranaree University of Technology (Thailand).   Email: rgoforth@beta-rubicon.com

Mr. J. Peter Plunkett, Regional Projects Manager, is a results-oriented professional who has held a wide range of software engineering, product engineering and technology, and program manager positions. His years of experience in these positions have given Mr. Plunkett a proven ability to manage and see projects through from start to finish, using his analytical and problem-solving abilities and his interpersonal communication skills.

Mr. Plunkett gained much of his experience at Raytheon where he managed research and development resources to meet contract specifications and internal requirements. Typical responsibilities included translating contract requirements into work requirements and tasks; identifying technical problems that critically affect performance, cost, or schedule; and resolving complex problems requiring high levels of ingenuity and innovation. He managed efforts across the product life cycle from conceptual design through transition to operations. Such efforts included the development of an information system environment that provided needed automation for NASA's space shuttle and the development and enhancement of software and hardware for LINK trainers for aircraft and helicopters.

As head of a strategic and advanced engineering section, Mr. Plunkett analyzed needs and synthesized solutions to produce the conceptual designs required to update NASA's mission-critical operational facilities for space stations. During this time he was the company representative on a NASA multi-contractor team that conceptualized the architecture for these facilities and the technology insertion methods required to realize the architectural concepts.

As a systems engineer, Mr. Plunkett has been involved in research, design, development, testing, and analysis of a variety of company products while interfacing with other members of project/program teams, management, and technical staff to define and implement engineering solutions.

Dr. Anthony Walters, Regional Projects Manager, Washington DC,  is an experienced Operations Research analyst with training and experience in simulation, mathematical modeling, statistical analysis, and risk assessment. His education includes a bachelor�s degree in mathematics, a master�s in engineering sciences, and an interdisciplinary Ph.D. in computer science, mathematics, and quantitative methods of business. Early on, his experience in simulation and mathematical modeling provided an entry into the underdeveloped field of air quality modeling in the late 1960s and early 1970s. This experience with air quality and environmental oversight led to the assessment and management of environmental liability and risk in all media (air, soil, groundwater, and surface water runoff), the design of compliance strategies for health and environmental regulations, and hazardous waste resolution and defense strategies for the private sector. In addition, his work experience has included teaching and management consulting in systems analysis/operations research, computer systems, policy development, benchmarking, and applications of systems analysis to management considerations.

Dr. Walters has assisted clients with due diligence requirements, review of proposed work involving environmental aspects, oversight of ongoing work, and project management. He has assisted several property owners (working with their legal counsel) and banks when it became necessary for them to prepare response and defense strategies because they were named as potentially responsible parties (PRPs) in Superfund actions.

Dr. Walters has also performed an oversight function for several private companies that were in the process of individual or joint remedial actions. By taking on the oversight role, he was able to operate as an employee of the company, reporting to the responsible officer within the company regarding progress on a regular basis and supplying the company with the requisite expertise at the scene of the remediation.

Dr. Walters has worked successfully with the Environmental Protection Agency, trade associations, and resource information and data sources in Washington, D.C. as well as with state projects and sites in Pennsylvania, Maryland, Virginia, New Jersey, New York, Ohio, Illinois, California, New Mexico, Texas, Kentucky, and Louisiana. Most of his 30 years of experience has been with the private sector, but he has worked in government consulting as well (about five years total), and he has satisfied customers within IRS, FDA, Navy, DOD, DOE, and the Interior Department (Endangered Species).

Dr. Walters has experience in university teaching at the graduate level for over 9 years, worked with a large trade association for 6 years, operated his own company for 10 years, and worked with other small and large consulting firms for about 7 years. He successfully dealt with issues ranging from regulatory compliance to development of automated models to process redesign for increased cost-effectiveness to policy development and regulatory response.

Dr. Walters received his Ph.D. in Computer Science, Mathematics, and Quantitative Methods of Business from the University of Texas and his M.S. in Engineering Sciences and B.A. in Mathematics from Northwestern University.  Email: awalters@beta-rubicon.com

Mr. Jerry Watkins, CFO,  holds a B.S. degree in Biology from Arkansas State University and an M.B.A. degree in Finance from Washington University, St. Louis. Before joining Beta-Rubicon, Mr. Watkins was President of Fairchild, Barclay & Associates of Fayetteville, Arkansas, providing career consulting and management services to senior executives.

Mr. Watkins has extensive experience in operations and finance. He served as Corporate Financial Analyst, Plant Controller, Operations Controller, Director of Administration, Director of Finance, and Facility General Manager for General Dynamics Corporation. He was Vice President of Finance for American Fuel Cell and Coated Fabrics Company in Magnolia, Arkansas, and then for Daisy Manufacturing Company of Rogers, Arkansas. Mr. Watkins also served as CEO and Acquisition Consultant for the Woodward Group.

Mr. Watkins has a solid background in the automation and management of financial and business systems. His expertise includes capabilities in planning, developing, and coordinating specialized projects, and he is experienced in restructuring and revitalizing operations.
